AB1381:
- Enhances the authority of the LAUSD Superintendent by redirecting a number of functions previously controlled by the LAUSD governing board, such as personnel, business operations and budgeting. This provides a centralized point of accountability.
- Creates a Council of Mayors with oversight and specified authority over a number of functions, such as budget review, campus safety efforts and hiring of a Superintendent.
- Establishes the Los Angeles Mayor’s Community Partnership for School Excellence with oversight over three clusters of low-performing schools and to operate a pilot project with regard to those schools.
