SB1209:
  • Requires that any individual who achieves a passing score on alternative tests to be considered proficient and not required to pass the state’s test in reading, writing and mathematics.
  • Allows an out-of-state teacher who holds a valid out-of-state credential or certificate authorizing the instruction of English Language Learners to qualify for a California English Language Learner certificate.
  • Reduces the teaching experience requirement for the professional clear credential from three to two years for out-of-state teachers with two years of satisfactory evaluations and English Language Learner training.
  • Encourages teachers to participate in individualized professional growth activities and districts to establish professional growth programs.
  • Establishes the Certificated Staff Mentoring Program for the purposes of encouraging excellent, experienced teachers to teach staff in priority schools for at least five years and to assist teacher interns during their induction and first years of teaching.
  • Provides incentives for districts to negotiate alternative salary schedules.
  • Provides enhanced funding for intern programs.
  • Requires a comprehensive assessment of the Beginning Teacher Support and Assessment program and intern programs.
