SB1655:
  • Tackles the problem of the high concentration of less qualified teachers in low performing schools.
  • Gives authority to principals of low performing schools to block the voluntary transfer of a teacher into his or her school.
  • Districts would be prohibited from giving preference to a voluntary transfer over another qualified teacher candidate after April 15 of the school year prior to the school year in which the transfer would become effective.
